Policy Director

As Policy Director of the Operational Technology Cybersecurity Coalition (OTCC), Michael Garcia helps advance policies that strengthen the cybersecurity and resilience of critical infrastructure. He brings to the role extensive experience shaping cybersecurity and critical infrastructure policy across the federal government and private sector.

Michael is a Vice President in Monument Advocacy's Cybersecurity Practice, where he advises clients on cybersecurity, critical infrastructure security, artificial intelligence, emerging technology, and federal policy developments.

Previously, Michael served as Associate Chief of Policy at the Cybersecurity and Infrastructure Security Agency (CISA), where he led the development of national cybersecurity, critical infrastructure, and emerging technology policy. At CISA, he worked with the National Security Council, the Office of the National Cyber Director, and federal agencies to develop executive orders, national policies, and regulations related to artificial intelligence, information sharing, cybersecurity incident response, and critical infrastructure resilience.

Earlier in his career, Michael served on the U.S. Senate Homeland Security and Governmental Affairs Committee, where he helped draft the Cyber Incident Reporting for Critical Infrastructure Act (CIRCIA) and contributed to cybersecurity provisions in the National Defense Authorization Act. He also held cybersecurity and national security policy roles with Third Way, the U.S. Cyberspace Solarium Commission, and the National Governors Association.

Michael is a recognized thought leader on cybersecurity policy and has published articles and reports with organizations including Lawfare, The Hill, the Council on Foreign Relations, New America, and Third Way.

Michael earned a Master of Public Administration in International Stabilization and Recovery Operations and a Bachelor of Arts in Political Science from James Madison University, graduating magna cum laude.
