Dear Chairman Paul and Ranking Member Peters,


On behalf of the undersigned organizations, we are writing to express our strong support for the nomination of Sean Plankey to serve as Director of the Cybersecurity and Infrastructure Security Agency (CISA). The undersigned organizations are dedicated to advancing cybersecurity for the nation, and we believe Mr. Plankey possesses the experience, expertise, and leadership qualities necessary to effectively lead CISA in its vital mission.


Mr. Plankey has a distinguished record of service in both the public and private sectors, with a deep understanding of the complex cybersecurity challenges facing our nation. His previous roles, including as Principal Deputy Assistant Secretary for the Energy Department's Office of Cybersecurity, Energy Security, and Emergency Response, and Director of Cyber Policy at the National Security Council, demonstrate his extensive knowledge of cybersecurity policy, operations, and strategy.


We are particularly impressed by Mr. Plankey's:


  • Deep understanding of critical infrastructure: His work at the Department of Energy and the National Security Council has given him firsthand experience with the unique cybersecurity needs of the energy sector and other critical infrastructure.

  • Commitment to public-private partnerships: We believe that strong collaboration between the public and private sectors is essential to effective cybersecurity, and we are confident that Mr. Plankey will foster and strengthen these partnerships.

  • Experience in operational technology (OT) security: We recognize the increasing importance of securing OT systems, and we believe Mr. Plankey's background makes him well-suited to address this critical area.

  • Leadership Qualities: His experience in demanding roles shows that he is ready and qualified to take on the demanding task of leading the country’s cybersecurity agency with its diverse and technically specialized workforce. His leadership will be essential in fostering a strong organizational culture, promoting collaboration, and attracting and retaining top talent within CISA.


CISA is the country’s cyber defense agency and plays a crucial role in protecting the nation from cyber threats. The agency's mission is more important than ever, given the increasing sophistication and frequency of cyberattacks. We are confident that Sean Plankey has the vision and leadership skills to guide CISA in fulfilling its mission and to enhance the security and resilience of our nation's critical infrastructure and federal systems.
