OTCC at CS4CA: Protecting Critical Infrastructure from Nation-State and Hybrid Threats

OTCC Executive Director Tatyana Bolton moderated a panel at the Cyber Security for Critical Assets Summit, where cybersecurity leaders gathered to discuss one of the most pressing challenges facing critical infrastructure today: defending against nation-state and hybrid threats.


The conversation covered significant ground. Panelists examined how government and industry can work more effectively together to defend industrial control systems, which remain a high-value target for sophisticated adversaries. As connectivity continues to expand the attack surface across OT environments, the group discussed how organizations can make smarter prioritization decisions, ensuring that limited resources are directed toward the vulnerabilities and exposures that matter most.


The panel also addressed emerging risks, including the growing role of agentic AI in both offensive and defensive contexts, a topic that is rapidly moving from theoretical to operational for critical infrastructure owners and operators.


Panelists represented a cross-section of the critical infrastructure security community, with participants from H2O America, Ørsted, Darktrace, Trellix, and InfraGard St. Louis contributing to the discussion.
